Matters of Fact: A Philippine lawmaker says next year’s budget for COVID-19 vaccines won’t be enough to secure enough doses for herd immunity. But it will be good enough to vaccinate the poorest Filipinos during the first phase. Marikina Representative Stella Quimbo says the P80-billion budget for the vaccination program will come from regular revenue sources and loans.
